Principal Research Analyst: The Long Term Unemployed and People with Disabilities in the Recession (June 2010- present): Analysis of national large scale data sets, qualitative observations and interviews, legislative analysis and policy recommendations on the impact of the recession and weak recovery on the general population and people with disabilities. Suggested systems change in workforce development, employment tax incentives, vocational rehabilitation, post-secondary education and training access, and health insurance policy to improve employment prospects for the long term unemployed, older workers, and people with disabilities. Produced 2 policy reports and data briefs on unemployment for the general population and people with disabilities. Principal Investigator/Program Development Consultant: Successful Employment for People with Disabilities Project (2011-present) Research to practice project on labor market and workforce development designed for the Image Center for People with Disabilities to identify attributes of the environment and individuals that lead to successful careers. The projects contributed products and technical assistance to the foundation’s initiatives on social capital. Principal Investigator and Project Director, Faith and Organizations Project (2000-2011) Responding to a request from faith community and faith-based organization (FBO) leaders, the project developed and implemented a series of research-to-practice and technical assistance projects designed to 1) understand the relationship between founding communities and FBOs, 2) understand the role of founding faith traditions in systems and practices, 3) clarify the role of FBOs in their sector, and 4) understand relationships with people served by FBOs. Compared organizations providing health, senior services, social services (including multi-service agencies, disability services, workforce development and youth programs), community development and education founded by Catholics, Mainline Protestants, Jews, Evangelicals, Peace churches, Muslims, and African American Christians. Project and Disability Systems Projects (2008-2010) With consulting support from Bonham Research, the Arc of Maryland conducted Ask Me! – an annual quality of life study of adults in Maryland with intellectual and developmental disabilities (IDD). It was conducted for the Maryland Developmental Disabilities Administration (DDA) and fulfills a federal mandate to assess quality of life for people served by DDA. It was unique in the field because it employed people with IDD in all phases of the research. Activities involved five separate projects. She 1) worked on the team revising the Ask Me! questionnaire, 2) documented the history and rationale for Ask Me!, 3) conducted a study of workforce and service coordination systems, 4) conducted a depth interview study of the impact of employment with Ask Me! on current and former Ask Me! IDD interviewers, and 5) created a quality check tool that enables staff to perform visual quality checks using rapid observation techniques. Dissemination System Evaluator/Principal Researcher, Model for Disseminating Evidence Based Health Education and Health Services Products through Government and Private Systems (2004-2005). While an AAAS Fellow for the National Cancer Institute, designed a logic model for disseminating evidence-based health practices to health disparities populations. The model used social capital, network and system design theory to identify key community stakeholders and partner with them on initiatives. Evaluated existing NCI systems to disseminate health products. Principal Investigator, Kenosha Social Capital Study and Kenosha Conversation Project (1997-2001) Led an internationally recognized community needs assessment, community systems change, and policy change process regarding workforce development, health insurance and welfare reform in Kenosha, WI – one of the models for the 1996 welfare reform legislation. The second phase of the project focused on the Latino and African American sub-communities of Kenosha and their relationship to Kenosha institutions. Organized a coalition of community groups along with the Kenosha County Job Center, Kenosha city government, Kenosha County Department of Human Services. Designed multi-methods research project, led research, performed analysis and worked with coalition and government to translate findings into policy and systems change. Principal Investigator, Silver Spring Neighborhood Center Evaluation and Needs Assessment Study (1998- 1999) For the Silver Spring Neighborhood Center in partnership with the Nonprofit Center of Milwaukee. The Silver Spring Neighborhood Center is a settlement house using a one-stop-shop model for entire families through partnerships with 15 organizations offering TANF, SNAP, WIC and child welfare services, a health clinic, child care, an alternative high school, seniors programs, youth enrichment programs, adult basic education and training, and emergency services. Developed logic model, theory of change, and led team from University of Wisconsin-Milwaukee, University of Wisconsin-Parkside and Nonprofit Center of Milwaukee in a multi-methods needs assessment and evaluation of the effects of changing federal and state welfare, public health insurance and child welfare legislation and policy on Milwaukee CBO, its neighborhood, and its participants. Responsible for grant writing and financial administration. Conducted provider quality evaluation and participants’ satisfaction evaluation of agency components related to health, welfare and child welfare reform. Project included control group outcome comparisons with other non-profits providing similar services. Developed analysis of agency systems for operations evaluation. Analyzed data, wrote report, and presented findings to agency, local community organizations, and local government officials. Assisted agency in translating findings into outcomes improvement and capacity building initiatives. Assistant Director, Institute for the Study of Civic Values (1992-1997). Responsible for administration, program and project design, fundraising, implementation, and evaluation for a variety of projects related to Self-Sufficiency - an anti-poverty effort to better employment and training opportunities for public assistance recipients which included an advocacy and policy research project and two government contracted direct service programs run in cooperation with neighborhood based organizations: a literacy program and AWEP. For the Philadelphia Private Industry Council, piloted, redesigned and oversaw the Alternative Work Development Program (AWEP), a model TANF program combining on-the-job-training and community service workfare placements with an in-house education seminar, case management and partnered educational programs. Developed the RFP, designed the program, developed a network of non-profits to host community service interns, hired staff, oversaw budget and staff, served as case management and agency ombudsperson, developed and taught seminars, wrote funder requested program reports and invoices, and designed and conducted the quasi-experimental design control group outcome evaluation. Provided technical assistance for replication of the model program. Developed outcomes measures and performance management database and performed evaluation of Philadelphia PIC. Provided capacity building assistance to Philadelphia area non-profits on program evaluation, non-profit management, managing for results measures, program design and developing partnered programs to improve neighborhoods.
